PH22 Family Exclusion PAGCOR: How It Works and Who Files
Under PAGCOR's family exclusion, a spouse, child or parent of someone who needs help with problem gambling can apply to have that person excluded.
| Fact | Value |
|---|---|
| PH22 Bankroll Sizing | A bankroll is the fixed amount of money you set aside for gambling and can afford to lose. |
| PH22 Gambler's Fallacy | The gambler's fallacy is the belief that a run of losses makes a win more likely next. |
| PH22 Play Responsibly | To play responsibly, decide seven limits before you start: a money budget, a time limit, a fixed stake, a win limit, a loss stop, a rule against borrowing and a break between sessions. |
Family exclusion is PAGCOR’s route for relatives who see a problem the gambler has not acted on. Under it, a spouse, child or parent can apply to have the person excluded. It is one part of PAGCOR’s responsible gaming programme, and this page covers how it works, who files, and how it differs from self-exclusion.
Everything here is taken from PAGCOR’s responsible gaming page as read on 29 September 2026.
How PAGCOR family exclusion works
PAGCOR’s page describes family exclusion in two sentences. Spouses, children or parents of an individual who needs help with problem gambling can apply to have that individual excluded. To apply, you e-mail your completed application and requirements to ResponsibleGaming@pagcor.ph.
- Confirm you are a spouse, child or parent of the person.
- Download the application form from PAGCOR’s responsible gaming page.
- Complete the form and gather the requirements it lists.
- E-mail the completed application and requirements to
ResponsibleGaming@pagcor.ph.
The page prints no durations, processing times or list of requirements. Read the form itself and PAGCOR’s page for those details, and do not rely on a summary from anywhere else.
Who may file, and who may not
Only three relationships appear on PAGCOR’s page, and the list is specific.
| Relationship to the player | Named on PAGCOR’s page? |
|---|---|
| Spouse | Yes |
| Child | Yes |
| Parent | Yes |
| Friend or colleague | No |
If you are a friend, the page offers no filing route for you. You can still point the person to the help centres listed on PAGCOR’s page, such as the National Problem Gambling Helpline on 0919 170 0788 or (02) 8248 9568.
Self exclusion form: the OSEA portal route
Self-exclusion is the route you take for yourself, and PAGCOR names it as the Online Self-Exclusion Application Portal at www.osea.pagcor.ph. The page lists no separate paper self exclusion form, so open the portal to apply.
| Family exclusion | Self-exclusion | |
|---|---|---|
| Who applies | Spouse, child or parent | The player |
| How | Download a form, e-mail it | The OSEA portal |
| Where it goes | ResponsibleGaming@pagcor.ph | www.osea.pagcor.ph |
The table is the whole difference on PAGCOR’s page: who starts it and where it is sent. For the terms of either route, read the form and the portal.
Before and after you file
Filing is one step, and the days around it matter just as much. Talk to the person first if you can, and have the help-centre numbers ready.
You are worried about a relative's gambling but not sure they will accept help
File the family exclusion application if you are a spouse, child or parent, and keep the National Problem Gambling Helpline number to hand. The helpline is on 0919 170 0788 and (02) 8248 9568 on PAGCOR’s page.
For the habits that keep spending in check at home, use the bankroll page for fixing a session budget and the practical limits for playing responsibly. The legal responsible gaming policy page sits in the site footer.
