PH22 Family Exclusion PAGCORUnder PAGCOR's family exclusion, a spouse, child or parent of someone who needs help with problem gambling can apply to have that person excluded.

You came here for PAGCOR responsible gaming, and the clearest way to use it is to read what PAGCOR itself prints. This page walks through PAGCOR’s responsible gaming page as it read on 29 September 2026: the reminders, the people prohibited from gambling, the warning signs, the exclusion routes and the help centres. Each section ends with something you can act on today.

PH22’s own part is short and exact. The age rule is 21, and you can see it in three places: the register checkbox, the Terms and the footer mark.

What PAGCOR’s responsible gaming page holds

PAGCOR frames the programme around its Responsible Gaming Code of Practice (RGCP). The page says the Code aims to minimise harm to players and the community, prevent gambling addiction and stop underage gambling. It then gives you seven blocks of practical material.

Warning signsA description of problem gambling
Online Self-Exclusion portalA web address for self-exclusion
Family exclusionA route for spouses, children or parents

Read the table as a map. The rest of this page takes each block in turn, and four companion pages go deeper on the habits behind it.

The four PAGCOR responsible gaming reminders

PAGCOR opens with four reminders. They are short on purpose, and each one turns into a setting you can choose before a session.

  1. Gambling is not a source of income.
  2. Set time limits for each gambling session.
  3. Never borrow money or use all of your resources for gambling.
  4. Don’t chase your losses.

Reminder 2 is the easiest to act on: pick a stop time before you start and set a phone alarm. Reminder 3 is a budget question, and the bankroll page for sizing a session and a stake shows the arithmetic with peso amounts. Reminder 4 has a name in probability, and why the gambler’s fallacy makes chasing feel logical explains why a losing run never makes a win due.

Every game carries a built-in margin, which is why reminder 1 holds. The house edge meaning page defines it in plain terms.

The legal gambling age in the Philippines, as PAGCOR’s page states it, is 21: persons under 21 years of age are prohibited from gambling. Age is one of five prohibited groups on the page.

Prohibited from gamblingPAGCOR’s wording

Uniformed servicesMembers of the AFP and the PNP
AgePersons under 21 years of age

Gaming staffGaming Employment License (GEL) holders (PD 1869, as Amended)

Check yourself against every row, not only the age row. If you hold one of these roles, the page tells you gambling is not open to you.

PH22 applies the same number. Its register form has a checkbox that reads “I am 21 years old and agree to accept User Agreement”, and the Terms and the footer mark both say 21. The age is 21, never 18.

Warning signs of problem gambling

PAGCOR describes problem gambling as something that shows up in many ways, and it groups the signs. Use the list below as a monthly check, and count how many apply.

Group of signsWhat PAGCOR describes
ControlSpending or betting more than meant, gambling for longer than planned, trying again and again to win back losses
MoneyDebt, missed bills, borrowing, stealing or selling belongings to keep gambling
Mind and familyConstant thoughts about gambling, strained relationships, feeling hopeless, anxious or depressed

PAGCOR adds that over time gambling can feel as though it has taken over your life and you have lost control. One sign is enough to act on. Pick a route from the next two sections: exclusion, or a help centre.

PAGCOR exclusion form: the OSEA portal and family exclusion

The page names two exclusion routes. Self-exclusion runs through the PAGCOR Online Self-Exclusion Application portal at www.osea.pagcor.ph. Family exclusion has its own application form that PAGCOR’s page offers as a download.

How family exclusion is filed

PAGCOR’s page says spouses, children or parents of an individual who needs help with problem gambling can apply to have that individual excluded. You download the application form, then e-mail the completed application and requirements to ResponsibleGaming@pagcor.ph. The family exclusion PAGCOR page sets the two routes side by side.

The page prints no processing times or durations, so read the form and PAGCOR’s page for those details before you file.

Gambling helpline Philippines: PAGCOR-accredited help centres

The gambling helpline Philippines players ask about most is the National Problem Gambling Helpline (NPGH). PAGCOR’s page lists it among seven accredited help centres, with the fullest contact detail of the group.

The Responsible Gaming Code of Practice

PAGCOR says it is committed to ensuring that all gaming establishments and online gaming platforms comply with the Responsible Gaming Code of Practice. Its regulatory pages list the Code as Version 6.0 among the manuals.

For you as a player, the Code is the reference behind the page you have just read. Download the Code from PAGCOR’s page and read the sections that match your situation, whether that is age, exclusion or help.

Where PH22 fits, and the pages that go further

This site is a player guide. It does not speak for the operator, and it does not tell you what any operator holds with PAGCOR. For that question, the PH22 legit check shows how to read PAGCOR’s own published lists for yourself.

For limits on your own account, ask the operator’s live chat what account limits it can set, and write your own limits down first. The PH22 casino hub points to the rest of the site, and the legal responsible gaming policy page sits in the footer.
